农民合作社参与乡村治理行为的触发机制

Trigger Mechanism of Farmers′Cooperative Participation in Rural Governance

在实地调查中发现,很多发展较好的农民合作社在参与乡村治理方面并不积极主动。基于21家典型合作社的深度访谈资料,运用扎根理论法系统地揭示影响合作社参与乡村治理行为的主要影响因素与深层逻辑。研究发现:合作社的经济和政治动机、参与能力、合作社负责人的家乡情怀等内部因素,是触发合作社参与乡村治理行为的前置要素和重要动力源;政府支持、乡贤支持、村民支持、治理平台等外部因素是合作社参与乡村治理行为的催化剂和重要外部力量;外部因素多维度地影响“内部因素—参与行为”的转换进程。为破解不主动参与难题,需要着重激发合作社参与乡村治理的经济动机与政治动机、培养合作社负责人家乡情怀、构建有利于合作社参与乡村治理的科学评价体系、推进政府承担协调和督促等职责。

In the field survey,we found that many well-developed cooperatives were not active in participating in rural governance.Based on the in-depth interview data of 21 typical cooperatives,this paper systematically reveals the main influencing factors and deep logic that affect cooperatives′participation in rural governance behavior by using the grounded theory method.The research finds that the internal factors such as the economic and political motivation,participation ability,and hometown feelings of the cooperative leaders are the pre-factors and important power sources that trigger their participation in rural governance;External factors such as government support,township support,villagers support,and governance platform are the catalysts and important external forces for cooperatives′participation in rural governance;External factors affect the conversion process of“internal factors-participation behavior”in multiple dimensions.To solve the problem of inactive participation,we need to focus on stimulating the economic and political motivation of cooperatives,cultivating the hometown feelings of cooperative leaders,setting up a scientific evaluation system conducive to cooperatives′participation in rural governance,and promoting the government′s responsibility of coordination and supervision.
