The Essence of Medically Induced Demands:Deviation from the Nature of Medical Public Welfare

医疗服务过程中诱导需求的行为屡见不鲜,过度治疗和制造病人的现象都是医疗服务过程中诱导需求的行为表现,试对诱导需求的两类典型临床案例进行对比分析,探究传统和新型的诱导需求的行为表现形式、发展过程。研究总结医疗诱导需求行为产生的原因有市场环境趋利导向、民众日益增长的医疗需求、医疗治理体系不健全等,最后提出缓解诱导行为的对策,包括打造市场规范秩序、把病人利益放在第一位、探索构建临床路径、构建高质量医学人才队伍、注重管理和医保监督、慎重修订临床指南等。

Induced service in medical industry is not uncommon, which is presented in the way of overtreatment and fabricated patients. This paper tries to make a comparative analysis of two types of typical clinical cases of induced demand, and explores the behavior manifestation and development process of traditional and new induced demands. Reasons of induced demands include profit-oriented guidance, the increasing medical demand of people, incomplete medical governance system. The study puts forward some countermeasures to ease induced behavior, including an orderly market, patient-benefit-oriented strategy, the construction of clinical pathway, high-quality medical personnel, attention on management and health supervision, and discreet revise of clinical guidelines, etc.
