民航数字经济发展路线与应用场景的几点思考

在疫情反复与新基建提速的背景下,民航行业虽处于低谷期,但通过数字基建发展民航数字经济,有望形成行业复苏的突破点。民航行业包含航司、机场、分销商等多类市场主体,且与诸多其他行业紧密相关,市场参与者繁多、关注点不一,行业主管部门间无行政隶属关系,这都给民航数字经济发展造成现实阻碍。对此,首先应厘清产业链条上市场主体类型、各主体对数据的关注点与利益点;其次在此基础上推动主管部门或行业头部企业牵头构建统一的民航大数据平台;最终基于大数据平台并对照业务场景,开发多种多样能直接或间接创造经济价值的大数据应用,将民航数字经济落实到具体业务中。同时,普遍存在的数据安全、数据融合共享等问题同样构成民航数字经济发展的制约因素,应多管齐下加以消解。
