美军海上投送能力建设研究及启示

Research and Enlightenment on the Construction of the Marine Projection Capability of the U.S. Army

美军为达成前沿存在和海上威慑的战略目标,具有强大的海上投送能力,为实现国家军事战略提供支撑。从美军海上投送能力建设现状入手,研究美军在布设海上基地、研发高速海运船、创新动员机制、实施海岸后勤等增强海上投送能力的主要做法。从法律与补偿制度、动员资源、信息化手段、战前预置、研发装备等角度分析美军海上投送能力建设的整体特点,为提高我军海上投送能力提供有益启示和参考借鉴。

In order to achieve the strategic goal of frontier presence and maritime deterrence, the U. S. military should build a strong maritime projection capability and provide support for the realization of the national military strategy.Starting with the current situation of the U.S. military’s maritime projection capability construction, this paper studies the main methods strengthening maritime projection capability of the U.S.Army, such as setting up the sea base, developing the high-speed marine boat, innovating the mobilization mechanism and carrying out the coastal logistics. From the perspectives of law and compensation system, mobilization resources, information means, pre-war installation, equipment research and so on, this paper analyzes the overall characteristics of the marine projection construction capability of the U. S. army, and provides useful enlightenment and reference for the construction of the marine projection capability of our army.
