近年来国内外发生的各类极端事件不仅给能源安全发展敲响了警钟,也对能源结构转型产生了一定程度的冲击。党的二十大报告明确提出要加快规划建设新型能源体系,在此背景下,上海应当坚持能源绿色转型原则不动摇,并灵活运用清洁煤电,通过发挥新能源“生力军”和煤电“压舱石”的作用,让城市能源发展更加安全稳妥。

In recent years, various extreme events at home and abroad have not only sounded the alarm for the development of energy security, but also had a certain degree of impact on the transformation of energy structure. The report of the Twentieth National Congress of the Communist Party of China clearly proposed to accelerate the planning and construction of a new energy system. Under this background, Shanghai should adhere to the principle of green energy transformation and flexibly use clean coal power to make urban energy development safer and more stable by giving play to the role of new energy as a "fresh force" and coal as a "ballast".
