浙江省县域开展用能预算管理的研究与思考

Research and Thinking on Developing Energy Budget Management at County Level in Zhejiang Province

用能预算管理是完善能源消费双控制度的重要举措。浙江省正以试点等形式积极开展用能预算管理的探索和研究,在梳理浙江省用能预算管理的相关政策和规划的基础上,总结试点开展情况及存在问题。以平湖市为例,从指标确定和分配、数字化管理、闭环措施和数据应用等方面,提出浙江省县域下一步开展用能预算管理的优化思路。

Energy budget management is an important measure to improve the dual control system of energy consumption. Zhejiang province is actively carrying out exploration and research on energy budget management in the form of pilot projects. On the basis of combing the relevant policies and plans of energy budget management in Zhejiang province, the implementation of pilot projects and existing problems are summarized.Taking Pinghu city as an example, from the aspects of indicator determination and distribution, digital management, closed-loop measures and data application, this paper puts forward an optimization idea for the next step of energy budget management in Zhejiang province.
