甘肃省临泽县小型水库运行管理模式评价及思考

Evaluation and Consideration on the Operation Management Mode of Small Reservoirs in Linze County, Gansu Province

工程建设标准不高、管护主体缺失、管理模式粗放、信息化程度低等问题,导致小型水库安全隐患突出、效益衰减,已不适应新阶段水利行业高质量发展的需求。文章对临泽县深化小型水库体制改革样板县创建做法进行评价,从发展需求性和运行安全性、智能化、市场化等方面分析新阶段小型水库运行管理面临的形势,明确了小型水库运行管理模式研究应坚持的原则,提出了高质量发展背景下集约化、物业化、智能化等小型水库运行管理模式,为构建小型水库安全运行长效机制提供参考。

Problems such as low construction standard, lack of management and protection body, extensive management mode, and low degree of informatization lead to prominent security risks and diminished benefits of small reservoirs, which can no longer meet the needs of high-quality development of the water conservancy industry in the new stage. This paper evaluates the practice of the model county of deepening the reform of small reservoir system in Linze County, analyzes the situation of the operation and management of small reservoirs in the new stage from the aspects of development demand, operation security, intelligence and marketization, and defines the principles that should be adhered to in the study of the operation and management mode of small reservoirs. The operation and management modes of intensive, materialized and intelligent small reservoirs under the background of high-quality development are put forward to provide a reference for the construction of long-term safe operation mechanism of small reservoirs.
