新型基础测绘创新发展路径探讨--再论新型基础测绘体系建设

On the innovative development paths of new fundamental surveying and mapping

新型基础测绘及实景三维中国建设受到了广泛关注,一些省市已开展试点工作并取得了一定的成果,但如何有力地推进新型基础测绘体系建设并在更大范围乃至全国落地实施,尚有不少问题需要梳理。基础测绘作为我国测绘事业和地理信息产业发展的根基,在当前国家加速数字经济发展和新型基础设施建设的背景下,应抓住机会,着力业务和技术等创新,构建新时代的基础测绘体系,在为经济社会高质量发展提供更好支撑保障服务的同时,实现自身并引领测绘地理信息的高质量发展。本文对此进行探讨并提出建议。

New fundamental surveying and mapping and the three-dimensional(3D)Real Scene China construction have recently received wide attention.Several provinces and cities have carried out the pilot works and achieved corresponding results.However,there were many issues that needed to be clarified on how to effectively promote the construction of new fundamental surveying and mapping system and implement corresponding works on a larger scale and even cross the country.As the foundation of Chinese surveying and geoinformation industry and in the context of the current national acceleration of digital economy development and new infrastructure construction,the fundamental surveying and mapping should seize the opportunities,focus on business and technological innovation,and build the fundamental surveying and mapping system in the new era.While providing better support and services for the high-quality economic and social development,it will lead the surveying and geospatial information industry development for high-quality.In this paper,it was discussed the innovative development paths and the relative suggestions.
