集成式联结:党组织何以引领社会治理共同体的构建

Integrated Connection: How the Party Organization Leads the Construction of the Community of Social Governance

建构社会治理共同体是国家推进基层治理现代化的重要路径。它体现着国家对基层治理的意志,党建引领社会治理共同体的构建便是这一意志的重要体现。共同性关系联结是共同体的本质。社会治理共同体建构的基本问题是公共性治理关系的建构。基层党组织作为基层治理的结构性要素,通过宣传、动员、培育、整合、吸纳、服务等机制对共同治理的价值、主体、组织、资源、制度等治理要素进行集成,生成了把多元主体联结起来的治理关系,促进了社会治理共同体的形成。党组织引领社会治理共同体的本质是以治理要素的聚合重塑社会关系、生成治理关系,进而构建社会治理有机体的过程。集成式联结为我们从关系角度认识社会治理共同体的理论内涵和实践模式提供了一种思考路径。

The construction of social governance community is an important path for the state to promote the modernization of grassroots governance. It embodies the state’s will for grassroots governance, of which the Party establishing and leading the construction of social governance community is an important manifestation. Common relational connection is the essence of community. The basic problem of social governance community construction is the construction of public governance relations. As a structural element of grassroots governance, grassroots Party organizations integrate the values, subjects, organizations, resources, systems and other governance elements of common governance through such mechanisms as propaganda, mobilization, cultivation, integration, absorption, and service, forming a governance relationship that connects multiple subjects and promoting the formation of a community of social governance. The essence of the Party organizations leading the community of social governance is the process, through the aggregation of governance elements, of reshaping the social relationship, of generating the governance relationship, and then constructing the social governance organisms. The integrated connection provides an approach to understand the theoretical connotation and practical mode of social governance community from the perspective of relationship.
