摘要
2020年9月30日,云南“8+3”风光项目落地,并出台配套的结构电价政策,即风电项目枯平期2000 h以内采用燃煤发电上网基准电价,丰水期500 h以内采用集中交易撮合下限价格,超额部分执行竞争性电价,因此对云南结构电价下风电项目发电量评估方法提出了新的要求。基于该电价规则,以云南某个拟建设的风电项目为例,分析实测数据、中尺度数据的每年枯平期风速以及风功率密度、发电量占全年比值,对比采用不同机型计算枯平期发电量占比的变化;并采用长时间序列数据计算风电场枯平期发电量占比,与周边已建成风电场进行对比分析;提出云南结构电价下风电项目的枯平期发电量占比计算方法及项目评估建议。研究结果可为类似云南结构电价下的风电项目发电量评估提供依据。
The“8+3”projects on wind and photovoltaic power were implemented in Yunnan on September 30,2020,and the corresponding supporting structural electricity price policy was performed.Namely,the coal-fired power grid benchmark price was applied for wind power projects within 2000 h of the dry flat period,and the floor price of centralized transaction matching was adopted within 500 h of the wet period,then the excess part was deemed as competitive electricity price.Therefore,new requirements are put forward for evaluation methods of wind power generation under Yunnan structural electricity price.Based on the electricity price rule,a wind farm planned to be built in Yunnan province was taken as an example to analyze the wind speed,wind power density,and energy generation ratio of measured data and mesoscale data in a dry flat period each year,and the change of energy generation ratio in dry flat period calculated by different models was compared.Long-term series data was used to calculate the power generation ratio of wind farms in the dry and flat periods and compared them with the surrounding wind farms.The calculation method and project evaluation strategy for the proportion of power generation in the dry and flat periods of Yunnan wind farms under structural electricity price were proposed.The research results can provide a basis for wind power generation evaluation under similar structural electricity prices in Yunnan.
