摘要
中国高铁经过二十余年的积累沉淀,具备自主知识产权、建设成本低、安全系数高、运营经验丰富等优势。随着“走出去”战略和“一带一路”倡议的深入推进,在巨大利好的政策扶持下,中国高铁已经走出了国门。但面对复杂严峻的海外施工环境,中国高铁出现了诸多“水土不服”的问题,遭受了严重的损失。以摩洛哥丹吉尔至肯尼特拉高速铁路项目为例,从承包商角度对项目实施过程中受到的不利影响因素进行识别、分析,探讨中国高铁“走出去”过程中主要面临的困境和威胁,并得出一些启示,以期为中国承包商更有效地开展实施海外高铁项目提供借鉴。
After more than twenty years of accumulation and precipitation,China’s high-speed railway has the advantages of independent intellectual property rights,low construction cost,high safety factors, and rich operation experience. China’s high-speed railway has been sold out abroad under the support of significant favorable policies such as the in-depth promotion of the "Go Global" strategy and the "Belt and Road" initiative. However,in the face of the complex and severe overseas construction environment,China’s high-speed railway has suffered serious losses due to many "acclimation" problems. Taking the Tangier to Kenitra high-speed railway project in Morocco as an example,this paper identifies and analyzes the adverse factors in the project implementation process from the contractor’s perspective. This research discusses the main difficulties and threats faced by China’s high-speed railway in the "Go Global" process. It puts forward countermeasures and suggestions to provide references for Chinese contractors to carry out overseas high-speed railway projects more effectively.
