乡村人才振兴问题及对策思考

推进乡村振兴,人才振兴是关键。当前乡村人口外流情况不容乐观,乡村人才留不住成为制约乡村人才振兴的重要问题。通过对辽宁地区农村居民开展问卷调查,运用多元线性回归分析的方法对人才离开乡村的影响因素进行研究。发现年龄、学历、是否拥有职称、人才作用因子、人才政策因子和社会保障因子对乡村人才想要离开农村有显著影响,通过分析影响人才离开乡村的因素,提出促进城乡经济一体化,为乡村人才发展营造良好的经济环境;健全乡镇政府行政体制机制,为乡村人才营造良好政策环境;加强基层文化阵地建设,为乡村人才营造良好文化环境;完善乡村人才教育培训体系,充分发挥人才引领作用4点对策。

The revitalization of talents is the key to promote the revitalization of rural areas.At present,the situation of rural population outflow is not optimistic,and the retention of talents in rural areas has become an important issue restricting the revitalization of talents in rural areas.Through the questionnaire survey of rural residents in Liaoning province,the influencing factors of talents leaving the countryside were studied by using the method of multiple linear regression analysis.It is found that age,educational background,professional title,talent function factor,talent policy factor and social security factor have significant influence on the desire of talents in rural areas to leave the countryside.It is proposed to promote the economic integration of urban and rural areas,create a good economic environment for the development of talents in rural areas,improve the administrative system and mechanism of township government,create a good policy and cultural environment for talents in rural areas,strengthen the construction of grass-roots cultural positions,improve the talent in rural areas education and training system,and give full play to the leading role of talents.
