乡村振兴战略成效的理论框架与评价指标

该文基于战略配称理论,按照总体战略、核心要素、关键资源的战略配称逻辑,将乡村振兴总体战略分为产业兴旺、生态宜居、乡风文明、治理有效和生活富裕五个核心要素,并具体化为19个维度指标表征的乡村振兴关键资源,进一步操作为49个明细指标构成的“五化四境三风三治四维”的乡村振兴战略三阶配称模型指标体系,以期为乡村振兴战略实施效果的提升及策略优化提供框架性理论指导。

Based on the theory of strategic matching,this paper divides the overall rural revitalization strategy into five core elements:industrial prosperity,ecological livability,rural civilization,effective governance,and affluent life according to the strategic matching logic of overall strategy,core elements,and key resources,and concreted into the key resources of rural revitalization represented by 19 dimensional indicators,and further operated as the three-order matching model index system of the rural revitalization strategy composed of 49 detailed indicators of"five modernizations,four environments,three styles,three governance and four dimensions".The improvement of the implementation effect of the rural revitalization strategy and the optimization of the strategy provide framework theoretical guidance.
