摘要 政府绿色采购制度作为实现国家战略目标的重要手段之一,能够助力“双碳”目标的实现。政府绿色采购制度可以通过增加低碳产品的消费需求、提升企业低碳创新能力、优化产业结构助力“双碳”目标的实现。然而,中国政府绿色采购制度还存在相关的法律法规不完善、绿色采购效率不高、绿色采购力度不足等问题。因此,需要完善与政府绿色采购制度相关的法律法规,需要从完善招标方式、提高采购信息透明度、建立科学的绿色采购绩效评价体系等方面提高绿色采购效率,要深化政府绿色采购助力“双碳”目标实现的认识。 As one of the important means to achieve the national strategic goals, the government green procurement system can help achieve carbon peaking and carbon neutrality goals. The government green procurement system can help achieve carbon peaking and carbon neutrality goals by increasing the consumption demand of low-carbon products, improving the low-carbon innovation ability of enterprises and optimizing the industrial structure. However, China’s government green procurement system still faces some problems, such as the imperfection of relevant laws and regulations, the low efficiency of green procurement and the small scale of green procurement. Therefore, the laws and regulations related to the government green procurement system should be improved, the efficiency of green procurement should be promoted from the aspects of improving the bidding method, improving the transparency of procurement information and establishing a scientific green procurement performance evaluation system, and the understanding that government green procurement contributes to the realization of carbon peaking and carbon neutrality goals should be deepened.
