The Design Predicament and Generating Mechanism of Smart Cities: A Discussion on the Three Generations of the System Theory

智慧城市建设是一项复杂的系统工程。“构成”的系统与“生成”的系统,存在着本质的区别。一个真正能够长久生存、不断演进的智慧系统,应该是能够将“构成”与“生成”有机融合的系统。应以第三代系统论为指导思想,依据民众的实际需求,构建智慧城市公共品的“四梁八柱”。

Smart city construction is a complex and systematic project.There is an essential difference between a"composed"system and a"generated"system.A smart system that can survive and evolve continuously should be a system that can integrate"composition"and"generation".The third-generation system theory should be used as the guiding thought to build the pillars of smart cities according to the actual needs of the people.
