Practice and Thinking of Tax Functions in Supporting Guizhou's High-Quality Development in the New Era

在贵州省的十年跨越式发展进程中,国家税务总局贵州省税务局充分发挥税收在国家治理中的基础性、支柱性和保障性作用,服务贵州经济社会高质量发展。本文从税收政策助力培育新兴产业、提升综合经济实力、促进绿色发展、开展大规模基础设施建设、实现全面脱贫等方面,总结了税收助力贵州省经济社会发展的经验。立足于税收现代化服务中国式现代化新起点,本文从落实新发展理念、助力“四区一高地”建设等方面,提出未来税收服务贵州高质量发展的愿景。

In the ten-year leapfrog development process of Guizhou Province,Guizhou Provincial Tax Service of the State Taxation Administration has given full play to the fundamental,pillar and guarantee role of taxation in national governance,serving the high-quality development of Guizhou's economy and society.This paper summarizes the experience of tax policy in helping Guizhou cultivate emerging industries,improve comprehensive economic strength,ensure green development,carry out large-scale infrastructure construction and achieve comprehensive poverty alleviation.Based on tax modernization to serve Chinese path to modernization,this paper puts forward the vision of future taxation serving the high-quality development of Guizhou from the aspects of implementing new development concepts and supporting the construction of“Four Districts and One Highland”.
