加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,需要坚持马克思主义世界观和方法论的指导。在科学的循环观看来,事物是在运动中存在,而运动其实是一种循环运动。任何事物,不论是天然事物还是人工事物,在时间链条中周而复始并有规律地发生发展,这就构成了循环运动。事物的循环运动具有客观性、普遍性、复杂性、历史性、开放性等特征。要实现由循环运动向循环发展的转变,必须构建一种“突围机制”,循环运动中突围机制的生成是受趋利避害规律支配的。所谓突围机制是揭示或反映事物突破原有循环运动而呈现出向上向前发展变化的方式、机理和结果的统一体。要促进循环发展,需要重视并坚持这样一些做法:设法解决观念认识问题,培养一种科学的循环观;在对待循环运动时,一定要密切关注突围的存在,并把握住机会寻找突破口;根据科学的循环观所揭示的事物在循环运动中所遵循的立体套嵌结构律,认真处理好不同层级的循环运动之间的关系。

To accelerate the construction of a new development pattern with the domestic major cycle as the main body and the mutual promotion of both domestic and international cycles, it is needed to properly handle the relationship between the“two cycles”under the guidance of the Marxist worldview and methodology. From the perspective of the scientific view of cycle, cycle is the basic way of the movement of things. The cyclic movement of things is characterized by objectivity, universality, complexity, historicity, and openness. In order to realize the transformation from cyclic movement to cyclic development, it is necessary to build a“breakthrough mechanism”, which is the unity of ways, mechanisms, and results that reveal or reflect the fact that things break through the original cyclic movement and develop upward and forward. To promote cyclic development, it is needed to pay attention to and adhere to the practices as follows: To try to solve the problem of conceptual cognition and cultivate a scientific view of cycle;To pay close attention to the existence of breakthrough and seize the opportunity to find any breakthrough in the treatment of cyclic movement;To deal with the relationship between different levels of cyclic movement carefully according to the law of three-dimensional nested structure revealed by the scientific view of cycle and followed by things in cyclic movement.
