摘要
以G省省属肿瘤医院为例,阐述新形势下公立医院预算绩效管理应用场景的变化以及对预算绩效管理的适配要求,在分析当前预算绩效管理存在问题的基础上,提出预算绩效管理提质增效的建议:围绕战略发展定位,确定预算绩效目标;强化全过程运行监管,确保预算绩效目标不走偏;推行综合评价机制,确保赋分过程客观、结果公正;深化预算绩效结果应用,推动公立医院运营提质增效。
Taking a provincial cancer hospital in G province as an example,we elaborated on the changes in the application scenarios of budget performance management in public hospitals under the new situation and the requirements for the adaptation of budget performance management.On the basis of analyzing the current problems of budget performance management,we proposed to determine budget performance targets around strategic development positioning,and to strengthen the supervision of the whole process of operation to ensure that budget performance targets do not deviate.It is suggested to implement a comprehensive evaluation mechanism to ensure the objective process of assigning scores and fair results,and to deepen the application of budget performance results to promote the quality and efficiency of public hospital operations.
