辽宁省海洋防灾减灾现状与能力强化对策浅析

Research on the Present Situation and Strategies of Marine Disaster Prevention and Reduction in Liaoning Province

持续的海洋灾害日益威胁着人类的生存和发展。辽宁省管辖内海域位于中国万里海岸的最北端,海冰、海水入侵、土壤盐渍化和海岸侵蚀等海洋灾害频繁发生。每年海洋灾害均会在沿海地区造成不同程度的经济损失。本文介绍了目前辽宁省海洋灾害的类型、危害,以及辽宁省开展海洋防灾减灾的情况;分析了海洋防灾减灾存在的问题和原因。从政府、社会、制度、宣传、监督等不同层面和角度,提出了强化海洋防灾减灾能力的任务和对策,以期为保障辽宁省沿海地区经济社会稳定发展、人民生命财产安全、促进海洋生态文明建设提供参考。

The continuous marine disasters are also increasingly threatening the survival and development of mankind.The sea area under the jurisdiction of Liaoning province is located in the northernmost part of China's ten thousand-mile coast,and marine disasters such as sea ice,seawater intrusion,soil salinization and coastal erosion occur frequently.Every year,the coastal areas suffer economic losses to varying degrees.This paper first introduces the types and hazards of marine disasters in Liaoning province,and then analyzes the problems and reasons of marine disaster prevention and reduction.From different aspects and angles of government,society,system,propaganda and supervision,this paper puts forward the tasks and countermeasures of strengthening marine disaster prevention and reduction,which is of great significance to ensure the stable development of economy and society and the safety of people's lives and property in the coastal areas of Liaoning Province,as well as promoting the construction of marine ecological civilization.
