关于聚焦政策资源服务创新发展的研究与实践——以常州财政为例

Research and Practice of Concentrating Policy Resourceson Serving Innovation and Development—Taking Changzhou Finance as an Example

地方财政如何从政策和资金上服务科技活动,从而促进科技创新和经济发展是摆在当前的一项重要任务。文章通过分析常州财政“十四五”期间服务科技创新新举措,指出了当前财政政策实施过程中存在的制约因素。在此基础上,提出了财政政策科学制订、政银合作服务科技创新和创新资源一体化建设3个建议措施。研究成果对地方财政服务科技创新发展具有较好的借鉴和指导作用。

It is an important task for local finance to serve scientific and technological activities in terms of policies and funds,so as to promote scientific and technological innovation and economic development.By analyzing the new measures serving scientific and technological innovation during the“14th Five-Year Plan”period taken by Changzhou finance,the constraints in the implementation of current financial policies are pointed out.On this basis,three measures are proposed,including the scientific formulation of fiscal policies,cooperation between government and bank in serving scientific and technological innovation,and integration of innovation resources.The research results can be used as reference and guidance for local finance to serve the innovation and development of science and technology.
