党的二十大报告,全面系统深刻地论述了全过程人民民主的问题。当代中国创立的全过程人民民主制度,构成一个博大精深的理论体系。它以人民作为主体,在实行社会主义民主中,通过全程参与选举、协商、决策、管理、监督等具体的环节,保障人民当家作主。悉心领悟、深化理解全过程人民民主蕴含的宏阔旨义,需要回溯历史、立足现实、开拓未来。全过程人民民主是对马克思、恩格斯评价的古代氏族原生民主形态的传承弘扬,是对马克思主义主张的人民主权思想的秉持光大,是对第一个无产阶级政权巴黎公社社会主义民主实践的赓续创新。

The whole-process people’s democracy system established in contemporary China constitutes an extensive and profound theoretical system and takes the people as the main body. In the practice of socialist democracy,it ensures that the people are the masters of the country through their full participation in the election,consultation,decision-making,management,supervision and other links and details. To well comprehend and deepen the understanding of broad meaning of the whole-process people’s democracy,we need to recall history,base ourselves on reality and explore the future. The whole-process people’s democracy is the inheritance and promotion of a proto-democratic form of ancient clans evaluated by Marx and Engels,the perseverance of the people’s sovereignty thought advocated by Marxism,and the ceaseless innovation of socialist democratic practice of the Paris Commune,the first proletarian regime.
