数据要素流动背景下城市治理关键节点识别及影响因素分析——以上海市两区51个部门的数据为例

An Analysis on Identification of Key Nodes of Urban Governance under the Background of Data Element Circulation and Its Influencing Factors:Exemplified by the Data from 51 Departments in Two Districts of Shanghai

在政务服务“一网通办”和城市运行“一网统管”协同格局下,城市服务能力与部门协同效率的提升是以“数据要素重组城市要素、数据治理重塑城市治理”为核心的跃变过程。构建节点治理嵌入的组织权威研究框架,从动态视角考察数据共享形成的优势节点及其对城市治理职能部门权威的影响,对于现代城市治理具有重要意义。2021年,上海市M区的38个部门和J区的13个部门分别产生29.76亿次和1655.79万次流通数据,因此选取M区的2562条和J区的212条跨部门流通数据作为研究样本具有代表性。从“质”“量”“势”三个维度考察数据网络流转、数据调用和被调用、数据调用量和数据成长等多场景下的数据节点问题,对比分析数据的网络密度、综合用途与关键节点发现,区行政服务中心、区城运中心、区市场监管局等业务部门在政务数据的流通网络中更具节点优势。对数据要素流通背景下的公共数据资产的价值评估、授权运营机制设计等展开研究,在一定程度上拓展了数据要素流通交易机制构建的基本维度。

Under the coordinative pattern of government services “made available online”and city management “put on an integrated platform”,the improvement of urban service ability and departmental collaboration efficiency is a transitional process with the core of “data elements reorganizing urban elements and data governance reshaping urban governance”. To establish a research framework of organizational authority of node-embedded governance,it is of great significance to modern urban governance by examining the advantage nodes formed by data sharing and its influence on the authority of functional departments of urban governance from a dynamic perspective. In 2021,38 departments in M District and 13 departments in J District of Shanghai generated 2.976 billion circulation data and 16.55579 million circulation data respectively. Therefore,among cross-departmental circulation data,we selected 2,562 pieces from M district and 212 pieces from J district as research samples,both of which are representative. To examine data node problems under multiple scenarios such as data network flow,data call and being called,data transfer volume and data growth from three dimensions of “quality”,“quantity”and “potential”is helpful to identifying key nodes of data governance and exploring its influencing factors. By comparing and analyzing the network density,comprehensive application and key nodes of the data,we found that the business departments such as the district administrative service center,the district urban transportation center and the district market supervision bureau have more node advantages in the circulation network of government data.The research on value assessment of public data assets and authorization of design of an operation mechanism under the background of data element circulation has,to a certain extent,expanded the basic dimension in the construction of data element circulation trading mechanism.
