校园暴力袭击案件“第一应对人”视角下的安全策略研究

On Safety Strategies for Campus Violent Attacks:From the Perspective of“First Responder”

在校园暴力袭击案件中,对于第一应对人群体来说,他们的安全防范意识、应急处置能力在很大意义上决定了该类案件最终的伤害程度。校园暴力袭击案件中,第一批面对暴力袭击的人群,可以依靠的只有自身基本的危险识别及应对能力。基于此,应强化“物、技、人”的防护一体建设,构建“警、隔、控”的应急流程框架,建立“逃、躲、战”的反应处置策略,逐渐扭转校园环境为弱势易袭场所的境遇,杜绝不法分子对青少年儿童的不法侵害。

For campus violent attacks,the final damage degree will be determined greatly by the safety awareness and emergency response ability of first responders.The first group of people who face violent attacks can only rely on their basic abilities to identify and respond to dangers.Therefore,in order to gradually reverse the situation that campus is a vulnerable place and put an end to the illegal infringement of teenagers by criminals,firstly,the integrated protection strategies concerning objects,techniques and people'should be strengthened;secondly,an emergency process framework of alarming,isolating and controlling should be established;and thirdly,the response measures of escaping,hiding and fighting should be adopted.
