基于投入产出模型的粤港澳大湾区科技合作发展研究

A Research on the Development of the Scientific and Technological Cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area Based on the Input-Output Model

粤港澳大湾区科技合作是科技资源流动、资源配置优化、技术创新链与产业链互补的过程。本文通过已有研究和基本假设,构建粤港澳大湾区科技合作投入产出模型,从理论层面分析目标成果和提升路径,提出应遵循的科技创新发展规律和产业发展规律,并结合市场因素和政府因素对科技创新资源加权的影响。最后,本文提出以下三个方面建议:完善综合管理机制,形成大湾区科技合作一盘棋;改善科技合作环境,促进科技资源有序“流动”;建立动态评价体系,优化大湾区科技合作布局,提出粤港澳大湾区科技合作的发展建议。

The scientific and technological cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area is a process of scientific and technological resource flow,resource allocation optimization,and complementation of the technological innovation chain and the industrial chain.According to the existing studies and basic assumptions,this paper constructs an input-output model of the scientific and technological cooperation for the Guangdong-Hong Kong-Macao Greater Bay Area.Then it analyzes the target achievements and promotion paths at the theoretical level and puts forward the laws that both the development of scientific and technological innovation and the industrial development should follow.Based on the impact of market factors and government factors on the weighting of scientific and technological innovation resources,finallyit gives three suggestions that efforts should be made to perfect the comprehensive management mechanism to coordinate the cooperation of the Great Bay Area as a whole,improve the environment for scientific and technological cooperation to promote the orderly“flow”of scientific and technological resources,and establish a dynamic evaluation system and optimize the layout of technical cooperation while putting forward proposals for the development of the scientific and technological cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area.
