This paper summarizes the development history of PLoS publisher,investigates and analyzes its international publishing model—Community Action Publishing,and analyzes its content and discuss its significance and influence on the development of scientific journals in China.The study found that the goal of PLoS Community Action Publishing mode is to pay the cost of journals by fair distribution of costs,that is,each scientific research institution becomes a community member of journals,and the annual membership fee is calculated by calculating the number of articles published in journals by the institution in previous years,rather than letting individual authors bear the high amount of paper processing fees required to pay for highly selective publishing costs,transferring the cost of article publishing from authors to institutions.The Community Action Publishing mode not only guides the change of the traditional payment mode of scientific and technological journals,but also optimizes the publishing ecosystem,which is worth thinking about and using for reference.
