社区自治视角下小区旧衣回收箱管理问题监督

当前,设计缺陷加之管理懈怠、监督不足让旧衣回收箱沦为垃圾箱,成为影响小区环境和公共空间秩序的隐患。业主委员会和居民委员会介入监督的正当性表现在:其一,设置在小区内部的回收箱由于小区的封闭性使得以上两个主体的监督更加便利;其二,回收箱属于公益性强的募捐项目,不适合完全交给市场调节,社区自治主体的监督能让该项目发挥更好的社会效益。监督方式包括:项目入驻阶段,业主委员会把牢项目实施方资质审查关;项目入驻后,居民委员会汇总项目实施方管理中出现的问题并上报给相应部门解决。

At present, design defects, together with lax management and insufficient supervision, make the old clothes recycling bin become a dustbin, which has become a hidden danger affecting the community environment and public space order. The legitimacy of the owners’ committee and residents’ committee to intervene in the supervision is shown in: Firstly, the recycle bin set inside the community makes the supervision of the above two subjects more convenient due to the closure of the community;Second, the recycling bin is a fund-raising project with strong public welfare,which is not suitable for market regulation. The supervision of the community autonomy subject can make the project play a better social benefit. The supervision methods include: at the project entry stage, the owner’s committee shall firmly check the qualification of the project implementer. After the project is settled in, the residents’ committee shall summarize the problems in the management of the project implementer and report them to the corresponding department for solution.
