摘要
综合能源服务能够实现可再生能源消纳以及多种能源协调供应,提高企业应急管理能力,使得面对突发事件时能够快速恢复并保证安全稳定运行,保证用能单位生产稳定,在能源供应过程中发挥着重要作用。通过研究企业的运转情况以及应急管理任务,采用专家访谈和问卷调查的方式对评估因素进行筛选和完善,建立企业管理、预案策略、人员素质、设备设施和运营技术5个方面28个详细的评估指标,利用层次分析法确定各指标权重,并运用模糊综合评价法对案例企业进行能力评估。结果表明,此模型有助于企业提高对突发事件的应急处置能力,完善应急预案内容,协助补齐短板,提升整体经营生产能力水平。
Comprehensive energy service can realize renewable energy consumption and coordinated supply of various energy sources, improve emergency management capability of enterprises, enable rapid recovery and ensure safe and stable operation in the face of emergencies, ensure stable production of energy-consuming organizations, and play an important role in energy supply process. By studying the operation and emergency management tasks of the enterprise, this paper screened and improved the evaluation factors by means of expert interviews and questionnaire surveys, established 28 detailed evaluations in 5 aspects of enterprise management, plan strategy, personnel quality, equipment and facilities and operation technology, determined the weight of each index by AHP(analytic hierarchy process), and carried out capability evaluation in the case enterprise by the fuzzy comprehensive evaluation method. The results show that this model is helpful for enterprises to improve the emergency response ability in the process of responding to emergencies, improve the content of emergency plans, assist in making up for shortcomings,and improve the overall level of production capacity.
