基于博弈论综合赋权的城中村改造综合效益评价——以广州为例

Comprehensive Benefit Evaluation of Urban Village Reconstruction Projects Based on Game Theory with Case Studies in Guangzhou

城中村作为我国城乡二元制的时代产物,其有机更新对于实现新型城镇化高质量发展具有重要作用。城中村综合效益的评价引导着城中村改造工作方向。本文针对城中村改造在综合效益评价方面研究的不足,基于博弈论集合模型对层次分析法和熵值法计算得出的权重进行组合赋权,并结合模糊综合评价法对各指标进行评价,从而构建了一个基于博弈论组合赋权的模糊综合评价模型,并对广州市的案例进行了模型验证。研究表明,经济效益是推动城中村改造的源动力,改造过程中需重点关注居民收入、城市整体经济发展、环境质量的改善以及城市景观功能的改善,并通过案例验证了评价模型的客观合理性,为广州市及其他城市城中村改造管理决策提供参考价值。

The organic renewals of urban villages,which are products of the urban and rural dual systemin China,play an important role in realizing the development country’s new urbanization with high quality.The evaluation of the comprehensive benefits of current urban village reconstruction projects offer a guide for future directions of the urban village renewal.Aiming at making up for the shortage of studies on comprehensive benefit evaluation of urban village reconstruction projects,this study developed an evaluation model based on the game theory set model,with the subjective weights calculated by the analytic hierarchy process and the entropy method,and combined with the fuzzy comprehensive evaluation method to evaluate the performance of the specific projects more realistically.Two urban village reconstruction projects in Guangzhou are evaluated with this model to justify its validity.This study shows that economic benefits are the driving force behind the reconstruction of urban villages in Guangzhou.In the reconstruction process,it is necessary to focus on residents’income,overall urban economic development,improvement of environmental quality,and improvement of urban landscape functions.Cases have verified the objectiveness and rationality of the evaluation model,which can be used to provide reference for the managerial decision-making in urban village renewal in Guangzhou and other cities.
