摘要
电力勘测设计企业在信息化建设、数字化转型过程中积累了大量电子文件,电子档案正在成为档案管理的主要类型,然而数字信息的易篡改性使电子文件非常不稳定,什么内容的电子文件才能够成为档案、电子文件在什么节点下归档、归档后电子档案的“四性”(真实性、完整性、可用性、安全性)如何保证,都是企业数字档案馆建设的主要问题。该文根据新档案法的要求,采用案例分析和借鉴的方法,学习美国国家数字档案与文件署的电子文件档案馆项目(ERA2.0)的理念和思路,以勘测设计业务流程再造的方式,保证电子文件归档全过程有效控制,最终实现数字档案馆建设和生产管理深度融合,从源头保证电子档案的合法、真实、完整、可用,为企业生产、公司管理提供有价值的信息和档案。
Electric power survey and design enterprises have accumulated a large number of electronic files in the process of information construction and digital transformation,electronic archives are becoming the main type of archives management.Nevertheless,the tampering of digital information makes electronic documents very unstable.What kind of electronic records can become archives?Under what node do electronic documents need to be archived?How to ensure the authenticity,integrity,availability and security of electronic archives?According to the requirements of the new archives law,this paper adopts the method of case analysis and reference to learn the ideas and ideas of ERA2.0,the Electronic Document Archives Project of the National Digital Archives and Records Administration of the United States,and ensures the effective control of the whole process of electronic document archiving in the way of survey and design BPR,finally realizing the deep integration of digital archives construction and production management,and ensuring the legitimacy,authenticity,integrity and availability of electronic archives from the source,provide valuable information and files for enterprise production and company management.
