摘要 积极稳妥推进碳达峰碳中和,推动能源清洁低碳高效利用,离不开新型电力系统的支撑。通过文献梳理、政策比较、数据分析等,概括了新型电力系统建设面临的总体形势,总结了江西电力系统建设的现状,提出了江西新型电力系统建设的阶段及目标。随着能源革命的深入推进,我国电力发展发生巨变,同时面临诸多新的风险和挑战。江西地处全国能源流末端,自身供给不足,结构矛盾突出,发展制约较多,向新型电力系统转型升级压力较大。构建新型电力系统是一项复杂艰巨的系统工程,需经过转型、形成、成熟等多阶段接续发力,要抢抓机遇,力争“十四五”取得阶段性进展,到2035年取得实质性成效。当前要立足省情和电力发展实际,聚焦重点方向、重点领域,大力推进基础设施建设,着力提升灵活调节能力,加快源网荷储融合互动,加强现代电力技术创新,健全政策体系,加快构建适应新能源占比逐渐提高的新型电力系统,助力高质量碳达峰碳中和。 We will actively and steadily promote peak carbon neutrality and promote clean, low-carbon and efficient use of energy, which can not be separated from the support of the new power system. Based on literature review, policy comparison and data analysis, this paper summarizes the general situation faced by the construction of new electric power system, and summarizes the current situation of Jiangxi electric power system construction, the construction stages and objectives of Jiangxi new power system are put forward. With the deepening of Energy Revolution, great changes have taken place in China’s power development, while facing many new risks and challenges. Jiangxi is located in the end of the national energy flow, its own supply is insufficient, structural contradictions, development constraints, to the new power system transformation and upgrading facing greater pressure. The construction of new power system is a complex and arduous system engineering, which needs to go through transformation, formation, maturity and other multi-stage continuous efforts, and strive to achieve phased progress in the "14th five-year plan", achieve substantial results by 2035. At present, we should base ourselves on the actual situation of the province and the development of electric power, focus on the key directions and fields,vigorously promote the construction of infrastructure, strive to enhance the ability of flexible regulation, and speed up the integration and interaction of sources and networks, we will strengthen innovation in modern power technology, improve policy systems, and accelerate the construction of a new power system that adapts to the gradual increase in the share of new energy sources, helping to achieve peak carbon neutrality of high quality.
