基层组织在脱贫攻坚与乡村振兴有效衔接中的作用——以西南边境民族地区为例

The Role of Primary-level Organizations in the Effective Connection Between Poverty Alleviation and Rural Revitalization:With the Southwest Border Ethnic Minority Area as an Example

西南边境民族地区脱贫攻坚与乡村振兴的有效衔接关系到我国民族团结和边境稳定。农村工作的顺利推进关键要靠农村基层组织,但西南边境民族地区的农村基层组织在衔接进程中却存在政治领导力不强、带头人执行力较弱、边民参与农村治理的后劲力不足等瓶颈问题,制约着衔接效果。因此,此地区的基层组织要立足区域实际,加强组织队伍建设、配好领头雁、转变思想观念,以做好有效衔接、扎实推进乡村振兴战略。

The effective connection between poverty alleviation and rural revitalization in China’s southwest border ethnic minority area concerns the national unity and border stability.Rural primary-level organization is the key to the smooth progress of rural work.However,there are some bottleneck problems in the rural southwest border ethnic minority area,such as weak leadership and weak execution of the leaders,insufficient back-power of border people to participate in rural governance,which restrict the connection effect.Therefore,the primary-level organizations in this area should strengthen organization construction,select qualified leaders and change the mind based on their actual situation,so as to promote the rural revitalization strategy.
