新发展理念下中国海洋经济增长质量测度与分析

The Evaluation and Analysis of Marine Economic Growth Quality in China under New Development Philosophy

推动海洋经济向质量效益型转变是党的十九大以来我国海洋经济发展的首要任务,“新发展理念”为海洋经济增长质量的提升指明了方向。在“经济增长”范畴内将海洋经济增长质量界定为海洋经济效率、海洋经济结构、海洋经济稳定性和海洋经济持续性4个维度,采用客观赋权法(熵权、标准离差、 CRITIC)对2002-2016年的中国海洋经济增长质量进行测度。结果表明:我国海洋经济增长质量在研究期内小幅提升,海洋经济发展的整体环境相对稳定;海洋科技水平在研究期内明显提升,但科技成果向经济动能的转化不足;海洋经济效率持续下降,海域资源粗放利用和资本低效投入问题突出;海洋经济产业结构不断优化,但海洋经济发展和资源开发利用的空间不均衡度加剧。

Promoting the transformation of marine economic growth into a quality-oriented economy has been the primary task of China’s marine economic development since the 19th National Congress of the Communist Party of China. Based on New Development Philosophy,this paper defines the marine economic growth quality in four dimensions as marine economic efficiency, marine economic structure, marine economic stability and marine economic sustainability in the category of "economic growth". Objective weighting methods(entropy method,standard deviation, and CRITIC) is adopted to measure the quality of China’s marine economic growth from 2002 to 2016. The results show that China’s marine economic growth quality has improved slightly during study period, and the overall environment of marine economic development was relatively stable. The level of marine science and technology improved significantly during the study period, but marine scientific achievements can’t be turned into economic power efficiently. The low transform rate of marine scientific and technical achievements is one of vital factors restricting the improvement of marine economic growth quality. The level of marine economic efficiency declined continuously due to extensive utilization of marine resources and inefficient capital input. Marine industrial structure has been constantly optimized, but spatial imbalance of marine economic development and resource exploitation and utilization has been aggravated.
