越南-欧盟海洋合作现状研究

Research on the Current Situation of Vietnam-EU Marine Cooperation

近年来,越南-欧盟合作关系快速发展,海洋合作成为双方合作的主要领域之一。由于目前欧盟进一步涉足亚洲,特别是南海事务意图明显,而越南为避免在中美之间选边站,更愿意通过与第三方合作的方式来缓和选边压力,因此双方未来存在合作抱团的可能性。从海洋视角梳理和分析双方合作的历史背景、主要方向、存在局限及对我国的影响,可为我国参与全球海洋治理,发展与东盟、欧盟蓝色伙伴关系提供参考。

In recent years, Vietnam-EU cooperation has developed rapidly, and marine cooperation has increasingly become one of the main areas of bilateral cooperation. At present, the EU has an obvious intention to further get involved in Asia, especially in the South China Sea,while Vietnam is more willing to cooperate with a third party to ease the pressure of choosing sides between China and the US. Therefore,there is a possibility of forming a cooperative alliance in the future. Reviewing and analyzing the historical background, main direction,limitations and impact of bilateral cooperation from the marine perspective can provide reference for China’s participation in Global Ocean Governance and the development of Blue Partnership with ASEAN and EU.
