城镇燃气输配管网工程建设中,将新敷设管道与运行中管道割接时需要对运行管道进行停气降压。输配管网停气降压能否顺利完成,将直接影响停气范围内的燃气用户能否准时恢复用气。该操作中主要涉及的人员包括燃气管道附属设施操作人员(阀门工、调压工、现场指挥人员等)和管道施工人员(一般施工人员与特种操作施工人员)。人员因素对燃气输配管网停气降压的影响各不相同。
