随着国家东数西算工程的推进,新基建领域数据中心建设迎来巨大的发展机遇。数据中心项目跨专业的综合性、建造与运营标准选择复杂、建设和运营需投入大体量的资金、新技术新标准应用的快速迭代等特点,决定了数据中心建设与运营项目是投资价值管理难度很高的复杂系统工程。文章基于工程全过程投资价值管理理论,考虑数据中心建设与运营成本的全局性,从建筑、基础设施、IT建设与运营总成本TCO角度科学理智思考,追求建造阶段性的高价比与运营阶段的高估值,应用价值工程管理数据中心投资,完善造价管理措施,让数据中心真正成为数字化转型中优质数字资产基础。

With the advancement of the national East-West digital engineering, the construction of data centers in the new infrastructure field has ushered in huge development opportunities. Data center projects are characterized by cross-professional comprehensiveness, complex selection of construction and operation standards, large amount of capital required for construction and operation, and rapid iteration of the application of new technologies and standards, which determine that data center construction and operation projects are complex system projects with high difficulty in investment value management. Based on the investment value management theory of the whole process of the project, this paper considers the overall cost of the construction and operation of the data center, and thinks scientifically and rationally from the perspective of the total cost of construction, infrastructure, IT construction and operation, TCO, pursues the high price ratio of the construction stage and the high valuation of the operation stage, and applies the value of engineering to manage the investment of the data center. Let the data center truly become the high-quality digital asset base in digital transformation.
