中国-东盟蓝色经济合作现状与展望

Status Quo and Prospect of China-ASEAN Blue Economy Cooperation

蓝色经济已成为中国-东盟海洋合作的新领域,蓝色经济的内涵在世界范围内虽没有统一的界定,但本质上却有共同的特征。本文系统梳理了蓝色经济的发展历程,总结了中国-东盟近年来在蓝色经济合作机制、合作平台、研究成果等方面的合作现状,并从进一步搭建中国-东盟蓝色经济合作对话平台,探索建立蓝色经济国际标准,重视蓝色经济合作布局,积极深入参与联合国“海洋十年”计划等方面提出中国与东盟下一步合作展望,助推蓝色伙伴关系的建立。

Blue economy has become a new field of China-ASEAN marine cooperation.Although there is no unified definition of the connotation of blue economy in the world,it has common characteristics in essence.This paper systematically combs the development process of the blue economy and summarizes the status quo of China-ASEAN cooperation in the blue economy cooperation mechanism,cooperation platform,research achievements and other aspects in recent years.It also puts forward the prospect of further cooperation between China and ASEAN in terms of further building a dialogue platform for China-ASEAN blue economy cooperation,exploring the establishment of international standards for blue economy,attaching importance to the layout of blue economy cooperation,and actively and deeply participating in the United Nations"Ocean Decade"plan,so as to boost the establishment of blue partnership.
