摘要
研究目的:探究经济增长目标对工业用地要素市场化配置的影响及作用机制,为衔接新时期“有为政府”和“有效市场”,完善工业用地要素市场化配置提供参考。研究方法:系统广义矩估计模型和中介效应模型。研究结果:经济增长目标与工业用地要素市场化配置呈负向关系,一系列稳健性检验后结论依然成立;经济进入新常态之前的抑制性作用显著,对工业产值占比高与市场化总指数低的城市抑制作用显著;经济增长目标提高会导致政府干预程度上升与资本错配加剧,进而对工业用地要素市场化配置产生负向作用;对“招拍挂”方式出让的工业用地宗数和总面积均呈显著负向影响,降低招标出让的平均价格。研究结论:审慎优化经济增长目标制定,适度弱化政府干预,稳步提升资本与工业用地要素协同配置效率,纵深推进新发展阶段工业用地要素市场化配置策略改革。
The purpose of the paper is to explore the influence of economic growth target on the market allocation of industrial land factors,to provide the reference for connecting the“promising government”and“effective market”in the new period and improve the market allocation of industrial land factors.System generalized method of moments and mediation effect model were employed.The results indicate that the economic growth target and the market allocation of industrial land factors show a negative correlation,which still holds in a series of robust test.Before the economy stepped into the new normal,the inhibitory effect on the city with high industrial output ratio and low market index was significant.The economic growth target leads to increased government intervention and capital mismatch,and then exerts a negative impact on the market allocation of industrial land factors,i.e.,plots and total areas of the industrial land leasing by bidding,auction and listing,and reduces the average price of land bidding.In conclusion,the formulation and realization of economic growth target are expected to be prudently optimized;the government intervention is suggested to be moderately weakened;the efficiency of the coordinated allocation of capital and industrial land factors should be steadily improved,and the reform of the market-oriented supply strategy of industrial land factors in the new stage of development should be deepened.
