摘要
本文采用SBI方法,选择中国101个重点城市2006—2015年的经济和环境数据核算绿色生产率,以河长制的实施作为环境治理责任联动机制的政策冲击,采用多期DID构建计量回归模型并验证河长制对绿色生产率的影响,分析环境治理责任联动机制发挥作用的条件及内在机理。结果显示,河长制并未明显提升绿色生产率,而环保被纳入考核评价指标体系后,河长制对绿色生产率具有明显的提升作用。其中,“遵循成本”效应和“创新补偿”效应均发挥了作用,后者起到了主导作用。这意味着环境治理责任联动机制需以合理的考核评价指标体系为顶层设计,构建激励相容机制对环境治理责任联动机制的落实至关重要。
The formulation and promotion of the River Chief Policy(RCP)is an important reform in the environmental protection system.This paper aims to clarify whether the RCP promotes the local government to change its development thinking to the pursuit of efficiency,and finally forms some thoughts on the problems that may exist in the implementation of the environmental governance responsibility linkage mechanism.Firstly,the SBI method is used to calculate the green productivity based on the economic and environmental data of 101 key cities in China from 2006 to 2015;Secondly,taking the implementation of the river chief system as the policy impact of the environmental governance responsibility linkage mechanism,this paper applies the multi-stage DID to build the econometric regression model;Finally,in addition to verifying the impact of the environmental governance responsibility linkage mechanism on green productivity,the internal reasons are also analyzed quantitatively.The results of the econometric regression show that the implementation of the RCP alone does not have a significant impact on the promotion of green productivity.After the environmental indicators are included in the evaluation system,it is found that the river chief system has a significant role in improving green productivity,in which the costs of the compliance effect and the“innovation offsets”effect play a substantial role,and the latter obviously occupies a dominant position.The above conclusions indicate that the construction of the environmental governance responsibility linkage mechanism needs a reasonable evaluation system as the top-level design,highlighting the importance of building an incentive compatible mechanism for environmental governance.
