高校绩效管理计分制及其道德经济意涵

摘要 高校学术工作受到专业逻辑与商业逻辑两种制度逻辑的影响,在管理主义背景下,高校以市场化为导向,拥抱商业逻辑,绩效评价已然成为管理时尚。高校绩效管理计分制以工具理性为遵循,兼具能动性,在学院绩效管理上具有准市场化和工具化特征。从道德经济视角出发,所有组织都是基于某种道德原则和规范要求员工应该做什么,应该如何奖励,应该如何分配权利和责任。以计分制为主要手段的高校绩效管理制度应根据公平原则来评估和分配学术工作,并根据个人及其部门所承受的个人和经济压力进行适当修改。这种管理系统的设计体现了强制性规范与可协商性规范两种不同的组织道德规范,分别适用于不同的工作投入、绩效收入分配、治理文化以及管理风格要求。对绩效管理计分制及其薪酬制度的道德经济意涵的讨论,为理解大学组织的伦理道德复杂性提供了新的视角。 Academic work in colleges and universities is influenced by two institutional logics: professional logic and business logic. Under the background of managerialism, colleges and universities are market-oriented and embrace business logic, and performance evaluation has become a management fashion. The university performance management scoring system follows the instrumental rationality and has the characteristics of quasi-marketization and instrumentalization in the performance management of colleges. Starting from the standpoint that all organizations have some kind of moral principles and norms governing what their members are supposed to do and how they should be rewarded, the performance management system of colleges and universities, which is characterized by points system, should evaluate and assign work according to the principle of equity, and be modified appropriately according to the personal and economic pressure on individuals and their departments. The design and limits of such systems reveal a ’normative partitioning’ of activities, with different moral and economic criteria being applied to work inputs, to the distribution of economic rewards, and to norms of collegiality. The motivational effects of using or doing without points systems are explored in relation to different management styles. It provides a new perspective for understanding the ethical and moral complexity of university organizations.
