全球化自由贸易区网络关键风险点识别、预警与防范机制

Identification,Early Warning and Prevention Mechanism of Key Risk Points in Globalized Free Trade Zone Network

本文从地缘政治风险、重大输入性风险、产业链风险以及规则条款风险四个方面识别出我国自由贸易区网络的关键风险点。基于安全与效率平衡的原则,实施分层风险预警,并建立风险预警指标体系。在此基础上,构筑“政府—产业—企业”三重风险防范机制。在政府层面,加强政府间沟通协调、完善制度衔接及争端解决机制;在产业层面,建立以产业损害补偿与保障制度为核心的产业风险防范机制;在企业层面,多措并举应对输入性风险,加强国际规则应用以及增强核心技术能力。

This paper identifies the key risk points of China’s free trade zone network from four aspects,including geopolitical risk,major input risk,industrial chain risk and rule provision risk.Based on the principle of balancing security and efficiency,a hierarchical risk warning system is implemented and a risk warning index system is established.On this basis,a triple risk prevention mechanism of"government-industry-enterprise"is constructed.At the governmental level,we should strengthen the communication and coordination among governments,improve the system connection and dispute settlement mechanism;at the industrial level,we should establish an industrial risk prevention mechanism with the industrial damage compensation and protection system as the core;at the enterprise level,we should take multiple measures to cope with the imported risks,strengthen the application of international rules and enhance the core technology capability.
