川渝地区城镇燃气发展问题及对策研究

Problems on urban-gas exploitation in Sichuan-Chongqing area and their solutions

川渝地区天然气资源丰富,是城镇燃气开发利用最早、最成熟的地区。为了推动川渝地区城镇燃气高质量发展,对城镇燃气行业进行了系统调研,分析了川渝地区城镇燃气的发展现状及特点,指出了行业面临的主要问题和不足,提出了优化发展城镇燃气的相关对策建议。研究结果表明:(1)川渝地区城镇燃气发展现状主要有天然气资源丰富、产输销管网发达、市场主体多元化、用气需求增长快但不均衡性持续扩大、经营收益较好等特点;(2)川渝地区城燃经营发展面临市场碎片化、缺乏储气设施、定价机制不完善、部分城燃运营的规范待优化、抗风险能力差等问题。为了持续推动川渝地区城镇燃气优化发展,提出了4个方面的对策建议:(1)强化政府主导,持续完善城镇燃气发展政策;(2)强化安全经营,助力企业释放发展活力;(3)强化宣传推动,提升城乡居民安全高效用气能力;(4)强化创新驱动,促进城镇燃气可持续大发展。

There are abundant natural-gas resources in Sichuan-Chongqing area,resulting in the earliest and the most mature development and utilization in urban gas.In order to promote quality development of urban gas in this area,its exploitation status and characteristics were summarized,and its industry was also systematically investigated.In addition,the main problems and shortcomings on urban-gas industry were pointed out,and relevant solutions were made for optimizing the development.Results show that(1)the urban-gas development status in Sichuan-Chongqing area is mainly characterized by abundant gas resources,high coverage of urban gasification,well-developed production,transportation and distribution network,diversified market entities,fast growth and continuous imbalance expansion of gas demand,and better business income;(2)the development of urban-gas business in the area faces some problems such as fragmented urban gas market,inadequate gas storage facilities,imperfect pricing mechanism,non-standard urban gas business and poor ability against risk.In order to continuously promote the optimal development of urban gas in Sichuan-Chongqing area,four solutions are made to continuously promote the optimal development,reinforce the governmental leadership to successively improve the urban-gas development policies,intensify the safe operation to assist enterprises to unleash their development vitality,strengthen both publicity and promotion to advance the ability of urban and rural residents to use gas safely and efficiently,and enhance the innovation drive to move forward the sustainable development of urban gas.
