中美博弈下的南海形势:盟伴网络、安全秩序和法理斗争——2022年度“南海论坛”综述

当前海洋问题越发彰显深刻的战略意义,大国竞争主导着海洋安全演进态势,南海成为美国遏制中国的重要场域。为贯彻落实习近平总书记在党的二十大报告中提出的“加快建设海洋强国”“维护海洋权益”等精神,在南京大学中国南海研究协同创新中心主办的2022年度“南海论坛”上,与会专家围绕2022年南海局势评估、美国组建的“小多边”对南海局势的影响、南海区域海洋秩序的规则建设与实践、中国周边安全视域下的南海问题以及大国海权竞争的历史经验与教训等议题,进行了全面深入的分析。“南海论坛”旨在为相关涉海热点问题提供高质量的研究、对话和交流平台,积极促进南海问题研究的发展。此次论坛研讨对研判当前南海形势、维护国家海洋权益,具有重要的理论和现实意义。

The current maritime issues increasingly show profound strategic significance,with competition among major powers dominating the evolution of maritime security,and the South China Sea(SCS)has become an important field for the United States to contain China.In order to“accelerate the construction of a maritime power”and“protect maritime rights and interests”,proposed by General Secretary Xi Jinping in the report of the 20th National Congress of the Communist Party of China,participating experts had in-depth discussions on topics such as“the situation in the SCS in 2022”“the impact of the‘Minilateral’mechanisms to SCS”,“the construction of maritime security order in the SCS”,and“the historical experience and lessons of the sea power competition among major powers”at the 2022“South China Sea Forum”hosted by the Collaborative Innovation Center for South China Sea Studies at Nanjing University.The“South China Sea Forum”aims to provide a high-quality research,dialogue and exchange platform for relevant sea related hotspot issues,and actively promote the development of research in the SCS.This meeting has important theoretical and practical significance.
