天津绿色低碳发展国民教育体系现状、问题和建议

Present Situation,Problems and Suggestions of the Construction of National Education System of Green and Low-Carbon Development in Tianjin

教育在“双碳”建设中具有基础性和先导性作用,为实现“双碳”目标提供科技支撑和人才保障。天津市先后出台了一系列相关政策文件,积极推进绿色校园建设,打造绿色低碳发展相关学科和课程,开展相关主题教育实践活动,为构建绿色低碳发展国民教育体系奠定了坚实基础。天津绿色低碳发展教育在课程设置、教材建设、人才培养、资源保障等方面还存在一些不适应的地方。建议加强绿色低碳发展教育制度设计,推动绿色低碳发展教育进中小学、幼儿园课程课堂,提高高校绿色低碳发展建设专门人才培养水平,提升绿色低碳发展科技创新和社会服务水平,提升教师绿色低碳发展教育专业素养水平,开展绿色低碳发展主题实践活动,建设绿色低碳校园。

Education plays a basic and leading role in the“double-carbon”development,providing scientific and technological support and talent guarantee.In Tianjin,a series of relevant policies have been issued to actively promote the construction of the green campus,develop disciplines and courses related to the green and low-carbon development and organize themed practical education activities,thus providing a solid foundation for the construction of the national education system of the green and low-carbon development.However,there still exist some deficiencies in the education of green and low-carbon development in Tianjin in the aspects of curriculum development,instructional materials,talent cultivation and learning resources.To address these deficiencies,the author proposes some suggestions,including strengthening the design of green and low-carbon development educational system,promoting the green and low-carbon development education into the classrooms of kindergarten,primary and middle school,improving the quality of special talent cultivation of green and low-carbon development in universities,developing the level of scientific and technological innovation and social services for green and low-carbon development,enhancing teachers’professional qualities in green and low-carbon development education,conducting themed practical activities about the green and low-carbon development,and building green and low-carbon campus.
