卫星遥感评估船舶大气污染物排放控制区实施效果的可行性分析 被引量:4

摘要 为了减少船舶大气污染,我国船舶大气污染物排放控制区实施方案规定了分阶段、分区域限制船舶燃油硫含量的计划。船舶大气污染物排放控制区实施效果评估是该方案未来继续深入或不断优化调整的重要依据,自下而上的船舶大气污染物排放清单和港口或沿江城市空气质量改善的间接反映存在一定的缺陷,而大气污染卫星遥感技术具有发展相对成熟、覆盖范围广、结果更直观的优点。文章介绍了船舶大气污染物排放控制区管控要求,梳理了大气污染卫星遥感技术研究进展和船舶大气污染卫星遥感应用,分析卫星遥感评估船舶大气污染物排放控制区实施效果的必要性和可行性。 In order to reduce ship emission,China′s Ship Emission Control Area Action Plan has set sulfur content limits of marine fuel oil in stages and regions.Evaluation of the implementation effect of this regulation is an important basis for deepening or optimization in future.Bottom-up ship air pollutant emission inventory and indirect reflection of the air quality improvement in ports or cities along the river have some certain defects.Satellite remote sensing for air pollution has the advantages of technically mature,wide coverage,and more intuitive results.This article introduces the past and present of Ship Emission Control Area,combs the research progress of satellite remote sensing technology for air pollution and the application of satellite remote sensing for ship air pollution monitoring,and finally analyzes the necessity and feasibility of Ship Emission Control Area implementation effect evaluation by satellite remote sensing.
