Construction of the Ideal Mode of College Governance Culture Under Background of “Double First-Class” Construction

学院治理是由具有鲜活的生命体所创造的文化存在,学院究其本质是一种文化组织。学院治理文化是实现大学内部治理体系和治理能力现代化的动力,学术性是学院组织的本体属性,学院治理文化的生成与建构要以遵循学院组织的特点为基础。在“双一流”建设背景下,我国大学学院治理文化从校院层面看,其理想样态表现在以下六个方面:学校发挥元治理作用;学院享有充分的办学自主权;学院以发展世界一流学科为核心价值理念;学院制定的制度以人为本;院长发挥价值领导力;教师的主体地位受到尊重。

College governance is a cultural existence created by living organisms, and college itself is a kind of cultural organization. College governance culture is the driving force to realize the modernization of the university’s internal governance system and governance capabilities. Technicality is the noumenon property of college organization. The generation and construction of college governance culture should be based on following the characteristics of college organization. Under the background of “double first-class” construction, the governance culture of Chinese universities and colleges is viewed from the institute level, and its ideal state is manifested in the following six aspects: the college plays a role of meta-governance in the governance of the college;the college enjoys full autonomy in running a school;the core value concept should be the development of world-class disciplines;the system formulated by the college is to be people-oriented;the dean should exert value leadership in the governance of the college;the dominant position of teachers is respected.
