摘要
运用理性选择制度主义理论中的制度分析与发展框架,对地方师范生公费教育政策进行分析。归纳出不同行动者的偏好冲突、政策制定者的顶层设计、针对政策实施对象的招收培养、职后发展机制是制约该政策实施与发展的关键因素。故结论提出应构建达成共识的沟通理念、建立监督问责机制、合理设计公费师范生进出舞台机制、完善公费师范生招收、培养与职后发展等多项建议,以期为完善地方师范生公费教育政策提供参考。
Using the institutional analysis and development framework in rational choice systemism theory, this paper analyzes the public-funded education policy of local normal students. It is summarized that the conflict of preferences of different actors, the top-level design of policy makers, the recruitment and training of policy implementers, and the post-service development mechanism are the key factors restricting the implementation and development of this policy. Therefore, the conclusion suggests that we should construct a consensus communication concept, establish a supervision and accountability mechanism, reasonably design the stage mechanism for public-funded normal students to enter and leave the stage, and improve the recruitment, training and post-service development of public-funded normal students, so as to provide reference for improving the local teacher-funded education policy.
