摘要
英国国际教育战略孕生于殖民时代以来的历史实践中,在二战后逐渐表现出产业化与贸易化的倾向。确立脱欧议程后,英国发布新的国际教育战略,将教育产业输出、海外市场布局、教育品牌推介、国际学生招收确立为政策重点。新战略强调贸易主义理念,将国际教育纳入英国国家出口战略中,并坚持海外支点建设与“整体政府”模式的构筑。
British international education strategy originated from historical practice since colonial age, which displayed trends toward industrialization and trade. After agenda of Brexit confirmed, Britain issued new strategy for international education, identifying output of education industry, layout of oversee markets, promotion of education brands, recruitment of international students as policy priorities. New strategy emphasized the idea of Trade Doctrine, getting international education into British national export formulation, and persisting in construction of foreign sites and “The Whole of Government”.
