总体国家安全观明确了生态安全作为国家安全重要组成部分的定位,而国家安全的总体属性,催生了将生态安全置于国家安全体系中再认识的理论需求。生态安全与国家安全在功能定位、基本目标、实践形式与价值指向等内在逻辑上呈现有机关联。随着生态安全进入国家安全体系,其法治实践也迎来新问题、新考验。完善我国生态安全法治,需要以习近平生态文明思想中蕴含的生态安全观为价值指引,进一步夯实生态安全的法律规范和制度基础,明确实施主体及其责任,并重视生态安全法治的特殊需求。

The concept of“a holistic approach to national security”defines the role of ecological security as an important part of national security,while the systematic nature of national security requires us to re-recognize ecological security in a systematic way.Ecological security is organically connected with national security in functions,goals,practices,and values.As ecological security has become one important part of national security,its legal practice has also ushered in new questions and challenges.The current law of environmental and resources and national security is not enough to provide sufficient support for the maintenance of ecological security.In this regard,it is necessary to improve the law of ecological security from the aspects of the concept,system,and content.
