中国“跨省城市区域”的跨界治理体制优化路径与策略

Optimization Path and Strategy of cross-border governance systen in China's"Trans-Provincial Urban Area"

建设跨省级都市圈、城市群逐渐成为我国实施新型城镇化战略的重要路径选择。从理论和实践相结合,将我国跨越省都市圈、城市群纳入统一的“跨省城市区域”范畴,对其基本内涵、治理模式进行了一般性归纳总结,分析了其跨界治理面临的主要问题与挑战,提出了进一步优化的路径与策略。研究发现,当前我国跨省都市区域治理存在的主要问题是跨界治理机构不健全抑或缺乏法定职责权限;市场力量、社会力量的常态化、规模化参与不足;跨区域财税成本分担与利益共享机制不健全;行政立法及政策差异制约治理共同体的形成等。未来,重点要从体制创新、规划引领、机制创新、手段创新、保障创新等方面出发,采取相应的跨界治理行动策略。
