中国老年健康服务的发展嬗变与趋势展望

快速人口老龄化背景下,健康中国建设的关键在于调整老龄健康问题在社会发展中的地位和作用,建立与人口年龄结构和疾病谱相适应的健康服务模式。进入人口老龄化社会的20多年来,我国老年健康服务政策制度体系逐步完善,其内在逻辑在于深入认识和把握老年人真实、客观的健康需要,通过强化老年健康治理的“合纵连横”,持续优化老年健康服务供给,不断提升老年人健康福祉。迈入中度老龄化社会后,我国老年健康服务的发展要在积极老龄观和健康老龄化理念引领下,在持续深化供给侧改革基础上,更加注重需求侧发展,大力培育多元化市场服务主体,积极鼓励基层治理创新实践,推动老年健康服务更高层次的供需均衡和精准对接,建设活力奔涌的老龄化健康中国。

In the context of rapid population aging,the essence of building a healthy nation is to adjust the status and role of aging health issues in social development and establish a health service model that is compatible with the age structure and disease spectrum of the population.Over the past 20 years or so,China has gradually improved its health service policy and system for the elderly.The internal logic lies in the in-depth understanding and grasp of the real and objective health needs of the elderly,and the continuous optimization of the supply of health services for the elderly through strengthening the"Vertically and Horizontally collaboration"of health governance for the elderly,to continuously improve the health welfare of the elderly.After entering a moderate aging society,the development of China's senior health services should be led by the concept of positive aging and healthy aging,continue to deepen supply-side reform,pay more attention to demand-side development,vigorously cultivate diversified market service providers,actively encourage innovative practices of grass-roots governance,promote a higher level of balanced supply-demand and accurate matching of senior health services,and build a vibrant and healthy aging China.
